Lampung Utara – Surat edaran SMP Negeri 7 Kotabumi tertanggal 21 Juli 2025 tentang kewajiban pembayaran seragam sekolah bagi siswa baru menimbulkan sorotan. Dalam surat bernomor 420/136/SMPN7Ktb/51/04.LU/2025 itu, pihak sekolah mewajibkan orang tua murid membayar seragam melalui koperasi sekolah/Garuda Konveksi dengan tarif Rp.620 ribu untuk siswa putra dan Rp.650 ribu untuk siswi putri.
Hal tersebut menuai kecaman dari berbagi pihak khususnya sejumlah wali murid.
Salah seorang wali murid yang enggan disebutkan merasa keberatan dengan aturan yang diterapkan sekolah tersebut.
“Kami paham anak sekolah harus pakai seragam, tapi harusnya bebas beli di luar. Kalau dipaksa beli di koperasi sekolah dengan harga tertentu, jelas memberatkan,” Katanya.
Wali murid tersebut berharap kasus dugaan pungutan seragam ini diharapkan mendapat perhatian serius dari Dinas Pendidikan Kabupaten Lampung Utara dan aparat penegak hukum untuk memastikan tidak ada praktik pungli lagi di sekolah negeri.
Wali murid tersebut menjelaskan kebijakan ini diduga melanggar sejumlah aturan hukum. Permendikbud No. 50 Tahun 2022 tentang Pakaian Seragam Sekolah dengan tegas menyatakan bahwa sekolah tidak boleh mewajibkan siswa membeli seragam dari pihak tertentu, termasuk koperasi sekolah. Seragam boleh dibeli di mana saja oleh orang tua murid selama sesuai ketentuan warna dan model nasional.
Selain itu, Permendikbud No. 75 Tahun 2016 tentang Komite Sekolah menegaskan bahwa sekolah negeri dilarang melakukan pungutan kepada peserta didik maupun orang tua. Komite sekolah hanya diperbolehkan melakukan penggalangan dana yang bersifat sukarela, tidak mengikat, dan tidak memaksa.
Apabila terbukti melanggar aturan, maka kepala sekolah dapat dikenakan sanksi administratif sesuai Pasal 11 ayat (3) Permendikbud No. 75 Tahun 2016, berupa, Teguran tertulis, Pemberhentian bantuan dari pemerintah, hingga Pencopotan jabatan kepala sekolah.
Tidak hanya itu, berdasarkan UU No. 20 Tahun 2003 tentang Sistem Pendidikan Nasional, Pasal 12 ayat (1) huruf d, siswa berhak memperoleh biaya pendidikan tanpa dipungut biaya tambahan di sekolah negeri.
